Cidadão poderá avaliar os serviços do Estado de Santa Catarina

Foi publicado no Diário Oficial do Estado desta quinta-feira, 18 de agosto, um decreto que cria os Conselhos de Usuários de Serviços Públicos do Estado de Santa Catarina. Todo cidadão poderá ser um conselheiro. Os conselheiros farão a avaliação da qualidade e da efetividade dos serviços e propor melhorias, contribuindo para um atendimento mais adequado dos serviços aos usuários.

As atividades dos conselheiros serão executadas por meio de um portal na internet que será desenvolvido e disponibilizado pela Secretaria de Estado da Administração em 180 dias a partir da publicação do decreto. Na plataforma, serão realizadas pesquisas de satisfação, coleta de sugestões de melhoria na prestação dos serviços avaliados e o cadastro dos conselheiros.

A Controladoria-Geral do Estado (CGE) será o órgão responsável pela gestão da plataforma e por estabelecer ações para fomentar a participação dos usuários. As avaliações dos serviços por parte dos conselheiros serão feitas de forma individualizada e consolidadas com o objetivo de subsidiar as ações do gestor do serviço. Cada serviço deverá ser avaliado pelo menos uma vez por ano.

Os Conselhos dos Usuários estão previstos na Lei Federal nº 13.460, de 2017, que dispõe sobre a participação, proteção e defesa dos direitos do usuário dos serviços públicos. “É uma ferramenta importante de participação e controle social e um compromisso firmado no 1º Plano SC Governo Aberto, elaborado em razão do ingresso de Santa Catarina como membro da Open Government Partnership”, explica o Controlador-Geral do Estado, Cristiano Socas da Silva.

Para ser conselheiro, o cidadão só precisará voluntariar-se por meio da plataforma dos Conselhos de Usuários de Serviços Públicos. “A utilização da plataforma proporcionará a participação direta da sociedade ao conectar os usuários aos gestores responsáveis pelo serviço, representando uma ferramenta inovadora de participação cidadã”, explica Marina de Souza Rebelo, Ouvidora-Geral do Estado.
